Community based
systems - the life blood of sustainable reconstruction and
rehabilitation
Natural and man-made
disasters can set the development clock backwards, sometimes by
decades. Experiences and aspirations of people however never die,
despite the severity of a disaster: natural or man-made. People and
community groups are recognized as the principle stakeholders in
habitat and livelihood reconstruction; their needs, opinions and
preferences are an important consideration in decision making.
Experience has shown that meaningful owner-driven processes in
reconstruction and rehabilitation work have been critical to the
realization of long term benefits, reduction in people’s
vulnerability and efficient utilization of donor funds. |
