Role of Non-State Actors in Promoting Green Public Procurement: Public procurement rules in India are rather complex and a labyrinth of clauses and interjecting sub-clauses. The national government has tried to address this through legislations like the pending Public Procurement Bill 2012 and General Financial Rule, 2017 but is yet to differentiate its sustainable public procurement (SPP) with explicit mandates of green public procurement (GPP). Non state actors play an increasingly important role in expediting the process for uniform legislation and implementation of GPP in India through advocacy and partnerships at various levels.
