Since
COP 1 in Berlin, considerable debate and focussed attention has
been given to measures to address climate change mostly through
climate change mitigation and to a very small extent through
adaptation to climate change. Various Mandates, Protocols and
Accords have laid down mechanisms and procedures to address
climate change. These mechanisms have, however, realised that
developing countries can not spare their meagre resources for
addressing adaptation to climate change. The measures to address
climate change through adaptation, therefore, should be linked
with the sustainable national development process.
The developing countries would like to see
that COP 8 deliberations and decisions make a difference and lay
a solid foundation for adaptation to climate change to address
to the sustainable development priorities and poverty
eradication programmes of the developing countries. In order to
do this effectively, it is necessary to build links between the
climate change and development communities.
The Development Alternatives, India is
hosting an "Inter-regional Conference on Adaptation to Climate
Change", during October 18 - 20, 2002 in New Delhi. The
conference is being jointly organised by the Development
Alternatives, the Government of India, the UNFCCC and the RING
partners.
The Conference will have three major areas of
focus : (i) Linkages between sustainable development and
adaptation to climate change (ii) Water resources and
technologies for adaptation to climate change and (iii)
Increasing community resilience and coping capacity for
adaptation to climate change. The Conference will also
deliberate on the role of UN and other international
organisations and the industrialised countries in providing
funds and transfer of technologies to the developing countries
for adopting appropriate adaptation measures.
The Conference is proposed to come out with
recommendations for consideration by the Eighth Conference of
the Parties (CoP8), to be held in New Delhi during October 23 -
November 1, 2002.
